The City of Philadelphia has a long-standing stormwater utility with one of the nation’s most progressive stormwater management and green infrastructure programs. The goal of the program is to provide on-site green infrastructure solutions to address the frequency and severity of Combined Sewer Overflows (CSO) experienced by the City. Princeton Hydro is part of a team which was selected by the Philadelphia Water Department to conduct detailed inspections and assessments of stormwater management practices which were constructed on public and private properties throughout the City. All structures were designed to meet Philadelphia’s strict stormwater management criteria and control runoff from impervious surfaces. Princeton Hydro has been providing these services for the City since 2012. The detailed inspections and assessment included a review of original design plans and calculations.
For all sites inspected, Princeton Hydro coordinated confined space inspections and field topographic survey services which were provided by other specialized firms on the project team. Princeton Hydro engineers and field technicians led in-field inspection efforts ensuring that all critical functional elements were constructed in accordance with the original design plans. Princeton Hydro staff collected detailed measurements and prepared photograph logs of all critical system components. Specific focus was placed on the outlet structure configuration and sizing, storage components, system invert elevations and all inflow and outflow points.
Stormwater management practices inspected as part of this long-term contract include green roofs, bioretention basins, capture and reuse systems, and subsurface detention and infiltration systems, among others. The inspection findings for each property were summarized in detailed assessment reports. The reports included a narrative summary of the inspection findings with complete system photo documentation. Any conditions that were found not to have been constructed per plan were noted. Each assessment report included site-specific recommendations to improve the functionality of the structures along with operation and maintenance recommendations.
