Dr. Fred Lubnow, Princeton Hydro's Senior Technical Director of Ecological Services, and Jenn Rogers, Executive Director of Friends of Hopewell Valley Open Space (FoHVOS), were recently featured on the Native Plants, Healthy Planet podcast to discuss the collaborative, first‑of‑its‑kind initiative to monitor Harmful Algal Blooms (HABs) in the Delaware River Watershed using drones, spatial analysis, and community science.

The Delaware River is a lifeline for more than 14 million people, a refuge for wildlife, and a defining natural feature of the region. In recent years, HABs, once confined mostly to lakes and ponds, have expanded into streams and rivers and appearing in colder months. Understanding why this shift is happening, and how to predict it, is essential for protecting water quality, public health, and ecological resilience within the Delaware River watershed and watersheds nationwide.

Stewardship and Community Leadership from FoHVOS

Jenn Rogers, Executive Director of FoHVOS, brings two decades of conservation leadership to the partnership. Her background spans naturalist education, ecological stewardship, and the development of large-scale restoration and public engagement programs. During her fourteen years with the Mercer County Park Commission, she helped establish both the Environmental Education and Stewardship Departments and oversaw the care of more than ten thousand acres of parkland.

Jenn has spent her career building programs that connect people to the landscapes around them. Her commitment to community-driven conservation make her a key partner in a project that relies on both scientific rigor and public participation. Her perspective highlights how land use, watershed health, and community stewardship are deeply interconnected.

Expertise Shaping the Future of HAB Research

Dr. Fred Lubnow serves as Princeton Hydro’s Senior Technical Director of Ecological Services and brings more than 30 years of experience in limnology, watershed restoration, and community and ecosystem ecology. His career has focused on understanding how freshwater systems respond to nutrient loading, hydrologic change, and long-term environmental pressures. He has designed and led numerous lake and watershed restoration projects, developed USEPA Nine-Element and TMDL-driven watershed plans, and created field-based cyanobacteria and cyanotoxin monitoring programs that are now used across the region.

Fred’s expertise in the taxonomy, ecology, and management of algae, particularly cyanobacteria, has made him a leading voice in the study of HABs. He currently serves on New Jersey’s HABs Advisory Team, where he helps interpret water quality data and advises on mitigation strategies. His scientific leadership guides the technical design and implementation of the Delaware River HAB monitoring initiative.


A Collaborative Approach to Understanding HABs

Now entering its second year, the Delaware River HAB monitoring initiative is expanding both its scientific scope and its community engagement efforts. Building on the foundation established in 2025, the project team is conducting multi‑season drone flights, enhanced satellite‑based surveys, and targeted on‑the‑water sampling along 73 miles of the Delaware River and 24 connected waterbodies. These efforts are designed to strengthen the project’s ability to detect and forecast HABs under a wide range of seasonal and environmental conditions.

Year two also introduces several tools and activities intended to support broader participation and more efficient data collection. This includes the launch of a new ArcSurvey123 mobile data platform to support real‑time volunteer water quality submissions, as well as expanded training opportunities for community members interested in assisting with field sampling. Data collected through these efforts will contribute to the development of advanced algorithms capable of forecasting HAB occurrence at multiple spatial scales.

Funded by the National Fish and Wildlife Foundation's (NFWF) Delaware Watershed Conservation Fund (DWCF), in partnership with U.S. Fish & Wildlife Service, the project continues to be supported by a diverse network of partners across New Jersey and Pennsylvania, including The City University of New York's (CUNY) New York City College of Technology (City Tech), Trenton Water Works, Mercer County Park Commission, The College of New Jersey, Aqua-PA, Philadelphia Water Department, Bucks County Conservation District, Turner Designs, and US Army Corps of Engineers - Philadelphia District's Blue Marsh Lake. Together, these organizations contribute technical expertise, watershed knowledge, and crucial on‑the‑ground support. This collaborative approach remains central to the initiative’s success and long‑term objective: establishing a scalable HAB‑forecasting framework that can ultimately be applied to additional watersheds across the United States.

On February 12, Princeton Hydro Senior Wildlife Biologist Mike McGraw, CSE, QAWB, ACE joined Bird Town Pennsylvania for a virtual Zoom workshop titled “A Wholistic Approach to Managing Residential and Park Scale Habitats for Rare and Common Bird Species.” The talk brought together ecological science, practical land‑stewardship guidance, and a powerful call to reimagine how communities support thriving bird populations across Pennsylvania and beyond.

Bird Town PA’s Education Committee hosted the webinar as part of its ongoing effort to connect residents, landowners, and municipal leaders with science‑based strategies that enhance local biodiversity. Their mission, centered on community education, habitat conservation, and sustainable landscaping, aligned seamlessly with the themes Mike explored throughout the presentation.

Understanding Bird Ecology as the Foundation for Stewardship

Mike’s presentation provided a comprehensive look at the ecological principles behind bird behavior, the habitat features that sustain both common and rare species, and the steps landowners and municipalities can take to strengthen biodiversity within residential and park‑scale landscapes. He wove together life‑history science, soil and plant ecology, practical stewardship strategies, and community‑based conservation approaches to illustrate how thoughtful land management can meaningfully support bird populations across Pennsylvania.

He emphasized that all wildlife depends on very specific combinations of biotic and abiotic conditions, meaning that changes in habitat structure, vegetation, soils, and climate directly influence which species can persist in a landscape.

To illustrate this, Mike walked attendees through:

Migration Patterns and Life Cycles

  • The distinctions between resident birds, short‑distance migrants, long‑distance migrants, and more complex categories like obligate, facultative, and partial migrants.
  • The concept of philopatry—the tendency of birds to return to the same breeding or wintering grounds year after year.
  • How species use the North American Flyways, and what these ancient migratory corridors tell us about habitat continuity and conservation needs.

By examining real examples of species and their migratory behaviors, Mike demonstrated how the presence (or absence) of certain bird species can serve as a diagnostic indicator of habitat function and ecosystem health, revealing signs of environmental stress, habitat fragmentation, and the impacts of climate change.

How Healthy Habitats Create Healthy Bird Communities

Mike outlined the fundamental elements birds need to thrive, including food, water, shelter, mates, and protected nesting or rearing spaces, and demonstrated how providing these through intentional plant selection, structural habitat diversity, and management practices rooted in natural processes results in predictable increases in wildlife use.

He paired these concepts with a practical decision‑making framework for landowners and municipalities, encouraging them to understand soils as living systems, increase plant diversity, and use ecological tools such as USDA zones and native plant lists to guide planning. Mike also highlighted the important role residential and municipal landscapes can play in supporting rare and declining bird species, offering real‑world examples and resources to help translate ecological principles into effective habitat improvements.

Supporting Birds Through Community Action

Access to nature is a fundamental right, and every community has the power to help shape a healthier ecological future. With this message in mind, Mike outlined a variety of ways residents and municipalities can support bird species of greatest conservation need, including implementing building standards that incorporate bird-safe features, expanding education on responsible pet practices such as keeping cats indoors, ensuring feeding stations remain clean, and adding decals to windows around the home to prevent bird strikes. He emphasized the importance of expanding and enhancing public parks and green spaces, particularly in underserved areas, and supporting programs that foster stronger connections between people and the natural world.

Mike McGraw is a Certified Senior Ecologist and Wildlife Biologist with more than 20 years of experience conducting ecological assessments, wildlife surveys, and conservation-focused research across the United States and Canada. His work spans ecological restoration, regenerative agriculture research, and master planning for large landscapes. He teaches Avifaunal Ecology at the University of Pennsylvania and serves on several municipal and land trust committees. Some of Mike’s research on regenerative agriculture has been documented in film.

Our team participated in a special community screening of the 4-part docuseries, "Roots So Deep (You Can See the Devil Down There)" at the historic Newtown Theatre in Pennsylvania. As one of the country’s oldest continuously operating theaters, the venue provided a meaningful setting for a film centered on heritage, land stewardship, and community. People throughout the region gathered to explore how regenerative grazing can restore soils, support wildlife, and strengthen the resilience of working farms. The event was co-hosted by Newtown Theatre, Bowman's Hill Wildflower Preserve, and Pinelands Nursery.


A Film That Connects Science, Soil, and Stewardship

"Roots So Deep" follows farmers and researchers across the country as they test adaptive multi-paddock (AMP) grazing and measure its ecological impacts. This method mimics the way bison once roamed the land. The film explores themes of soil health, biodiversity, and the value of collaborative land management. Can AMP grazing can help farmers reduce costs by not buying fertilizer, restore depleted soils, rebuild wildlife habitat, and capture carbon?

At the center of the evening was Princeton Hydro Senior Wildlife Biologist Michael McGraw, CSE, QAWB, and ACE, who appears in the documentary for his work studying breeding bird populations in AMP grazed landscapes. His research examines how breeding bird communities differ between paddocks managed with AMP grazing and those that are continuously grazed. The film emphasizes that when grazing is managed thoughtfully, farmland can support both agricultural productivity and ecological benefits, including healthier wildlife populations.

After the screening, Mike participated in a Q and A session and shared insights from his fieldwork. He discussed how grazing practices shape habitat quality and influence wildlife communities, and he answered a range of questions from attendees who were eager to learn about the ecological implications of AMP systems.

Mike was joined by two regional partners. Fran Chismar from Pinelands Nursery contributed perspectives from the native plant restoration community. Fran also co-hosts the podcast Native Plants, Healthy Planet, which is recognized as a top 20 nature podcast and serves as an important platform for discussions on conservation and ecological stewardship. Santino Lauricello, representing Bowman’s Hill Wildflower Preserve, added context through his expertise in native flora and conservation education. Together, their voices reinforced the collaborative spirit that drives ecological work forward.

As the conversation between Mike, Fran, Santino, and the audience began to take shape, the tone was warm, thoughtful, and deeply engaged. Friends of Hopewell Valley Open Space (FoHVOS), in partnership with Princeton Hydro, has launched a groundbreaking initiative, “Monitoring Harmful Algal Blooms (HABs) in the Delaware River Watershed Using Drones and Spatial Analysis,” to improve understanding and forecasting of HABs throughout the Delaware River Watershed. Funded by the National Fish and Wildlife Foundation (NFWF), in partnership with the U.S. Fish & Wildlife Service, through the Delaware Watershed Conservation Fund (DWCF), the project leverages drone technology and advanced data modeling to identify environmental conditions that contribute to HAB formation and aims to develop tools and methodologies for early detection and management.

For this innovative research project, FoHVOS, a 501(c)3 and accredited Land Trust located in Hopewell Township, NJ, has teamed with Princeton Hydro. Princeton Hydro conceptualized and designed the initiative and is leading the technical implementation, including field survey design, drone operations, data analysis, and volunteer training.

“The Delaware River is central to Hopewell Valley’s identity. It shapes our way of life, supplies drinking water to 14.2 million people, shelters wildlife like the endangered Atlantic sturgeon, and offers abundant outdoor recreation,” said Jennifer Rogers, Executive Director of FoHVOS. “HABs were once confined to ponds and lakes, but since 2018, they’ve appeared in colder months and spread to streams and rivers. Though land trusts traditionally focus on land, HABs show how land use directly affects water. These blooms often stem from excess nitrogen and phosphorus washed into waterways during storms. Protecting water means restoring land. Our partnership with Princeton Hydro aligns perfectly with our mission. Together, we’re working to better understand and safeguard the Delaware River and its tributaries in both NJ and PA.”

HABs, caused by nuisance growth of cyanobacteria, can have detrimental effects on water quality and are a growing environmental concern nationwide. These blooms deplete oxygen levels, release toxins, and disrupt ecosystems, potentially posing serious risks to drinking water supplies and the health of wildlife, pets, humans, and local economies. Despite advances in environmental monitoring, predicting when and where HABs will occur remains a challenge due to the complex interplay of nutrient loading, temperature, and hydrologic conditions that can lead to rapid bloom proliferation.

To address these challenges, this newly launched initiative integrates drone-based remote sensing, field sampling, and spatial data analysis to collect and interpret detailed environmental data over a two-year period. The study spans multiple monitoring sites along a 73-mile stretch of the Delaware River in New Jersey and Pennsylvania, focusing on near-shore sections and 23 associated waterbodies. The first survey event began in August 2025.

 

Drones equipped with multispectral imaging systems capture high-resolution spatial data that is then integrated with digital platforms to link remote-sensing with the drone data and on-the-water collected data. The field-based water quality measurements are being collected by a team of trained community volunteers who are using phycocyanin fluorometer meters to measure concentrations of the photosynthetic pigment phycocyanin, which is produced primarily by cyanobacteria. Volunteers enter the data into a customized ArcGIS mobile-friendly survey. These combined datasets will be used to develop and validate predictive algorithms for both planktonic and benthic HABs under varying seasonal and hydrologic conditions.

“This research project represents a major step forward in how we study and manage harmful algal blooms at the watershed scale,” said Dr. Fred Lubnow, Project Lead and Senior Technical Director of Ecological Services at Princeton Hydro. “By integrating satellite data, drone imagery, and on-the-water sampling, we’re developing predictive tools that will enable us take a proactive approach to mitigate HABs, improve response time, and better support our ecosystem health.”

Project partners include New York City College of Technology – The City University of New York, which donated the drone and is supporting remote sensing and data integration; Trenton Water Works, Mercer County Park Commission, and The College of New Jersey which are providing monitoring sites and contributing volunteers for water quality data collection in New Jersey; Aqua-PA and the Philadelphia Water Department, which are providing monitoring sites and volunteers to collect watershed data in Pennsylvania; the Bucks County Conservation District, which is coordinating volunteer data collection; and Turner Designs, whose advanced phycocyanin sensors are being used to calibrate and validate drone-based monitoring data.

This $1M project is funded through a $488,400 NFWF DWCF grant as part of the NFWF’s Research, Monitoring, & Evaluation Grant category and $513,700 in matching funds from project partners. This grant category aims to support high-performing science that is inclusive, adaptive, and innovative, with the potential to transform the Delaware River Watershed’s future through improved conservation, restoration, and public engagement.

Once complete, the project will produce a comprehensive report summarizing methods, analyses, and data-driven recommendations for practical, low-cost HAB monitoring and mitigation strategies that can be replicated across the Delaware River Watershed and beyond. Crucially, the report will identify tributaries and sources contributing to riverine HABs, enabling targeted restoration of the most affected lands and waters. Data collection will continue through Fall 2025, resume in Spring/Summer 2026, and culminate in a final report expected in 2027.

  1. Prep Your Soil: Loosen the ground and give it a good soak before planting. This helps roots settle in and access nutrients more easily.
  2. Choose Natives: Native plants are adapted to local conditions, support pollinators, and often require less maintenance and water.

Princeton Hydro Garden Day: Teamwork in Bloom

To welcome spring, members of the Princeton Hydro team spent an afternoon outside tending the native garden bed at the Trenton headquarters. Located at the front of the building, the perennial planting area features climate-adapted, drought-resistant native species chosen for their ecological benefits and aesthetic appeal.

Although perennials return year after year, they still benefit from seasonal care. Tasks like weeding, pruning, and loosening the soil support strong root systems, encourage healthy growth, and help maintain a thriving, sustainable garden ecosystem. Recognizing the garden's significance and the value of collaboration, our team united to accommodate and nurture this year's growth.

“It was a fun chance to unplug, get our hands in the dirt, and connect with coworkers in a different kind of ‘team meeting,’” said Mikhail Velez, Communications Coordinator. “It’ll be exciting to see how the space fills in over the season, and we’re looking forward to doing small things throughout the year to keep it healthy and thriving.”

Rain Gardens 101: Thinking Globally, Acting Locally

Rain gardens are a beautiful, low-maintenance green infrastructure solution for managing stormwater, reducing erosion, and improving water quality by filtering pollutants before they reach local waterways. They also provide valuable habitat for pollinators and other beneficial wildlife.

On April 12, Princeton Hydro President Geoffrey M. Goll, P.E. led a free public workshop on how to build a rain garden of your own. Hosted in Yardley, PA by the Lower Makefield Township Environmental Advisory Council as part of their Environmental Lecture Series, the session offered practical, approachable guidance for managing stormwater at home.

Using photos from his own yard, Geoffrey walked attendees through how he designed and installed a rain garden to reduce runoff and eliminate pooling water. He shared ten easy-to-follow tips and answered questions on plant selection, drainage strategies, long-term maintenance, and when and why to amend soil before planting.

As we reflect on the winter of 2023-2024, it's evident that New Jersey experienced another unusually mild season, mirroring the winter of 2022-2023. Notably, Lake Hopatcong, located in Sussex and Morris Counties, remained virtually ice-free throughout the winter, with only a brief period of minor ice formation in early January. This pattern was not isolated to Lake Hopatcong; many lakes across the state and the broader Mid-Atlantic region exhibited similar ice-free conditions. Such conditions can lead to increased algal and plant growth earlier in the year.

Adding to this, from January to early June 2024, 15 of New Jersey's 21 counties recorded precipitation levels 26% to 50% higher than their long-term averages. The remaining six counties, predominantly in the southern part of the state, had precipitation increases of 11% to 25% above their long-term normals. This heightened precipitation is significant as it can transport nutrients, most notably phosphorus and nitrogen, into water bodies, potentially fueling the growth of algae.

Compounding these factors, long-range climate models and trends suggest that the summer of 2024 could rank among the hottest on record. The combination of a mild winter, increased precipitation, and anticipated high summer temperatures sets the stage for conditions similar to those experienced in 2019, a year marked by widespread harmful algal blooms (HABs) in numerous lakes.

HABs, characterized by rapid overgrowths of cyanobacteria, present serious challenges to water quality and aquatic ecosystems. Cyanobacteria, or blue-green algae, naturally occur in aquatic environments but can proliferate rapidly under warm, nutrient-rich conditions. These blooms pose risks to human health, wildlife, aquatic species, local economies, and the overall ecological balance. The interplay between climate change and HABs is undeniable: rising temperatures and altered precipitation patterns foster conditions that exacerbate bloom occurrences.

Given these circumstances, it is crucial for lake managers and water utilities to adopt proactive measures. Early and consistent sampling efforts can detect cyanobacteria and akinetes, dormant spores that contribute to bloom formation. Additionally, reducing nutrient inputs, particularly phosphorus, into waterways is essential to prevent HABs. Princeton Hydro strongly recommends that lake managers, water utilities, and concerned community members closely monitor their lakes, reservoirs, and riverways to stay as proactive as possible in managing these valuable resources.

By raising awareness, fostering collaboration, and implementing effective strategies, we can work towards safeguarding the health and sustainability of our freshwater ecosystems. Dr. Fred Lubnow, Princeton Hydro’s Senior Technical Director, Ecological Services, is an expert in aquatic and watershed management, restoration ecology, community and ecosystem ecology, and the use of benthic macroinvertebrate and fish in-stream bioassessment protocols. Dr. Lubnow has managed hundreds of lake projects and provides technical expertise for a variety of lake and watershed restoration projects.

His experience in lake and reservoir restoration includes the design and implementation of dredging, aeration, chemical control of nuisance species, nutrient inactivation (i.e. alum) and biomanipulation. His experience in watershed restoration includes the design and implementation of structural Best Management Practices (BMPs), the development of Total Maximum Daily Load (TMDL) pollutant budgets, and the design, implementation and analysis of watershed-based monitoring programs.

Welcome to the latest edition of our Client Spotlight series, which provides an inside look at our collaboration, teamwork, and accomplishments with one of our client partners.

Today, we’re shining the spotlight on Riverkeeper, a 501(c)3 nonprofit membership organization headquartered in Ossining, New York. The organization is committed to protecting and restoring the Hudson River from source to sea and safeguarding drinking water supplies through advocacy rooted in community partnerships, science, and law.

For this Client Spotlight, we spoke with Riverkeeper’s Senior Habitat Restoration Manager George Jackman, PhD via zoom:

Q. Tell us a little about Riverkeeper and what makes it unique?

A: We are the first Keeper organization in the world. We began in 1966 as the Hudson River Fishermen’s Association, an environmental watchdog and enforcement organization founded by a group of concerned fishermen. In 1986, we officially changed our name to Riverkeeper. We've helped set worldwide standards for waterway and watershed protection, and continue to serve as the model for more than 300 Keeper programs around the globe.

As New York’s clean water advocate, Riverkeeper is the unique voice in the Hudson Valley that is continually speaking-up to protect the integrity of the water, the creatures that call it home, and our surrounding communities. We are a voice of environmental justice for the people of Hudson Valley, advocating for communities that have often been marginalized or placed in disadvantaged situations that are now at the mercy of climate change. We are always striving for a fishable, swimmable, and drinkable Hudson River and a healthy watershed.

Q. What does your organization value?

A: We value clean, reliable drinking water and an equitable justice for all people. We value a healthy, ecologically-balanced environment and clean, sustainable forms of energy. We value free-flowing rivers that are resilient and teeming with life. We value stewardship of the Hudson River and its watershed. And, last but not least, we value all of our members, volunteers, partners, supporters, and neighbors who play a primary and vital role in protecting our local environment.


Q. What are some exciting things your organization is working on right now?

A: I have to tell you, some of the work we do is not incredibly exciting, but it's incredibly important.

We do a lot of work to strengthen the laws and regulations that impact New York’s water resources. We advocate for environmental justice, and we help our fellow community members understand the legislative process and how to get involved in garnering support for legislation that protects our Hudson River, its tributaries, our watershed, wetlands and surrounding areas. Strong environmental policy may not be the most exciting thing, but it is one of the best tools we have.

And, it is very exciting when we win. Riverkeeper has taken on some of the largest corporations on planet Earth - General Electric, General Motors, Exxon - and we've won! The work isn’t easy; sometimes it can be a long, persistent slog. But, you know what? We’ve stayed the course and we've prevailed. Every time we win for the fish, it’s a big win for all of us, and for me that’s incredibly exciting and fulfilling.

The removal of the two defunct dams that George mentions in the video clip – Strooks Felt Dam and Furnace Brook Barrier #1 – marked an important milestone in the Riverkeeper’s journey to “Undam the Hudson River” and restore fish passage between the Hudson and the Atlantic Ocean. Q. Does Riverkeeper have community science opportunities available for the public to participate in?

A: We have a great citizen science water sampling program; it’s actually one of the first community science initiatives in the world related to sampling water.

It begins every April and volunteers have to commit to 6-months of water quality sampling. The samples are collected from the water’s edge by Riverkeeper-trained community scientists. We test for salinity, oxygen, temperature, suspended sediment, chlorophyll, and Enterococcus (Entero), a fecal indicator bacteria. It’s quite an unprecedented scope for a citizen science sampling initiative. We compile the data into “How’s the Water” reports and tributary watershed reports, and post them to our website.

One of the wonderful things about the citizen science program is that we’re working with younger generations, training them on how to take samples and make observations, and helping them learn about the river. We’re trying to create a deeper connection between the river and its surrounding community members, especially our younger groups, and teach everyone how to be stewards for the river and protect the rivers’ many creatures.

This volunteer event, of which Princeton Hydro is a proud sponsor, featured a full day of cleanup and park beautification across Westchester County in New York State. Throughout the day, 14 different park sites saw a total of 838 volunteers! That's a whole lot of impact. Exhibit tables for the event were stationed at the Kensico Dam Plaza, one of the many park sites in Westchester County, located in Valhalla, New York. This park is home to one of the historic Kensico Dam, a 307 foot high by 1,843 feet long dam that forms the Kensico Reservoir, one of the major reservoirs supplying water to New York City and the surrounding area. The dam was completed in 1917 and is listed on the National Register of Historic Places as part of the Bronx River Parkway Reservation. Last year, there were more than 70 suspected and 39 confirmed Harmful Algal Blooms (HABs) in New Jersey, which is significantly higher than the previous two years. New Jersey wasn’t the only state impacted by HABs. The increase caused severe impacts on lakes throughout the country, resulting in beach closures, restricting access to lake usage, and prompting wide-ranging health advisories.

In November, New Jersey Governor Phil Murphy and officials from the New Jersey Department of Environmental Protection (NJDEP) announced a three-pronged, $13 million initiative to reduce and prevent future HABs in the state. As part of the initiative, NJDEP hosted its first regional HABs Summit with the goal of prevention by improving communication throughout lake communities and sharing information ahead of the warmer months when HABs begin to appear.

The summit, which was held on January 28, 2020 at NJDEP's Pequest Trout Hatchery and Natural Resource Education Center in Warren County included a Q&A panel discussion, information resource tables for one-on-one discussions, and presentations from a variety of NJDEP representatives and environmental experts. Princeton Hydro's  Director of Aquatics and regional HABs expert Dr. Fred Lubnow’s presentation focused on how to properly and effectively manage HABs.

According to Dr. Lubnow, “Managing loads of phosphorous in watersheds is even more important as the East Coast becomes increasingly warmer and wetter thanks to climate change. Climate change will likely need to be dealt with on a national and international scale. But local communities, groups, and individuals can have a real impact in reducing phosphorous levels in local waters.”

In a recent press release from Governor Murphy’s office, the NJDEP Chief of Staff Shawn LaTourette said, “We will reduce HABs by working closely with our local partners on prevention and treatment techniques, while relying on the best available science to clearly communicate risk to the public. Our new HABs initiative will enhance the Department’s ability to evaluate statewide strategies and increase the capacity of lake communities to reduce future blooms.”

New Jersey’s new HABs initiative is comprised of three main components:

Providing Funding:

More than $13 million in funding will be available to local communities to assist in preventing HABs, including:

  • $2.5 million will be available as matching funds for lakes and HABs management grants, including treatment and prevention demonstration projects.

  • Up to $1 million in Watershed Grant funding will be made available for planning and projects that reduce the nonpoint source pollution, including nutrients, that contribute to HABs in surface waters of the State.

  • $10 million in principal forgiveness grants will be offered through the Clean Water State Revolving Fund for half of the cost, capped at $2 million, of sewer and stormwater upgrades to reduce the flow of nutrients to affected waterbodies.

Increasing Expertise & Implementing Prevention Tactics:

Per the Governor’s press release, “the second element of the initiative is to build upon the state’s scientific expertise and enhance its capacity to respond to HAB events. This includes establishing a team of experts from across various sectors to evaluate the state’s strategies to prevent HABs and pursuing additional monitoring, testing and data management capacity.”

Connecting with Communities:

The third component is focused on increasing NJDEP’s ability to communicate with affected communities. The regional HABs Summit held on January 28 was one of two Summits that will occur in early 2020 (the date of the next Summit has not yet been announced). NJDEP has also developed new web tools to provide HABs education, offer a forum to discuss and report potential HAB sightings, and better communicate HAB incidents.

The American Littoral Society was awarded the Governor’s Environmental Excellence Award in the Water Resources category this year for their Clean Water, Beautiful Bay projects in Barnegat Bay.

According to the Barnegat Bay Partnership, over 33% of the Barnegat Bay watershed has been altered to urban land cover. The construction of communities, roads and business has greatly increased the total amount of impervious surfaces in the watershed. With the added impervious cover has come a steady increase in the amount of nutrients, sediment, pathogens and other contaminants transported into the Bay by runoff. This accelerated the degradation of the Bay’s water quality and triggered changes to the Bay’s ecology.

Recognizing the importance of the Barnegat Bay, the American Littoral Society proposed green infrastructure measures to decrease runoff volume and nutrient loading to the bay and its tributaries.  Princeton Hydro was contracted by American Littoral Society to design four projects and provide oversight on the construction of the bioretention basins, rain gardens, porous pavement, etc. The projects were funded by the largest 319 grant ever administered by the NJDEP, totaling around $1 million. The project aimed to:

  1. Improve the water quality of Barnegat Bay by reducing the influx of nitrogen and other pollutants originating from the Long Swamp Creek and Lower Toms River watersheds. And, therefore, improve the water quality of both Long Swamp Creek and Lower Toms River, thus moving them closer to removal from the NJDEP’s 303D list of impaired waters.
  2. Demonstrate that relatively low-cost, stormwater system retrofits are capable of decreasing runoff volume, increasing stormwater recharge, and removing nutrients, and can be effectively implemented in even highly developed watersheds.
  3. Educate the public, elected and appointed officials and public work personnel of the types and benefits of bioretention, biodetention and infiltration stormwater management techniques.

From our team, Dr. Steve Souza and Paul Cooper worked to develop a unique Scoring Matrix for the selection of best management practices for retrofit projects. They have been asked several times to present on the matrix and demonstrate how to beneficially utilize it. In addition to design, Princeton Hydro participated in much of the public outreach for these projects, including giving presentations, leading workshops, and helping high school students plant vegetation around their school.

According to NJDEP, the Clean Water, Beautiful Bay projects were successful in reducing flooding in a private residential homeowner community, improving a stormwater basin and public open space area at a hospital, introducing golf course staff and golfers to environmentally friendly golf course management practices, and engaging high school students in planting projects on school property.  The projects demonstrated that green infrastructure construction projects can reduce flooding and water pollution at business, community, school and public recreation locations, and can be publicly accepted and valued for the environmentally protective and restorative benefits they provide to Barnegat Bay.

Last year, the American Littoral Society’s Barnegat Bay Green Infrastructure Project was named “Project of the Year” by The American Society of Civil Engineers Central Jersey Branch.

Dr. Fred Lubnow, Princeton Hydro's Senior Technical Director of Ecological Services, and Jenn Rogers, Executive Director of Friends of Hopewell Valley Open Space (FoHVOS), were recently featured on the Native Plants, Healthy Planet podcast to discuss the collaborative, first‑of‑its‑kind initiative to monitor Harmful Algal Blooms (HABs) in the Delaware River Watershed using drones, spatial analysis, and community science.

The Delaware River is a lifeline for more than 14 million people, a refuge for wildlife, and a defining natural feature of the region. In recent years, HABs, once confined mostly to lakes and ponds, have expanded into streams and rivers and appearing in colder months. Understanding why this shift is happening, and how to predict it, is essential for protecting water quality, public health, and ecological resilience within the Delaware River watershed and watersheds nationwide.

Stewardship and Community Leadership from FoHVOS

Jenn Rogers, Executive Director of FoHVOS, brings two decades of conservation leadership to the partnership. Her background spans naturalist education, ecological stewardship, and the development of large-scale restoration and public engagement programs. During her fourteen years with the Mercer County Park Commission, she helped establish both the Environmental Education and Stewardship Departments and oversaw the care of more than ten thousand acres of parkland.

Jenn has spent her career building programs that connect people to the landscapes around them. Her commitment to community-driven conservation make her a key partner in a project that relies on both scientific rigor and public participation. Her perspective highlights how land use, watershed health, and community stewardship are deeply interconnected.

Expertise Shaping the Future of HAB Research

Dr. Fred Lubnow serves as Princeton Hydro’s Senior Technical Director of Ecological Services and brings more than 30 years of experience in limnology, watershed restoration, and community and ecosystem ecology. His career has focused on understanding how freshwater systems respond to nutrient loading, hydrologic change, and long-term environmental pressures. He has designed and led numerous lake and watershed restoration projects, developed USEPA Nine-Element and TMDL-driven watershed plans, and created field-based cyanobacteria and cyanotoxin monitoring programs that are now used across the region.

Fred’s expertise in the taxonomy, ecology, and management of algae, particularly cyanobacteria, has made him a leading voice in the study of HABs. He currently serves on New Jersey’s HABs Advisory Team, where he helps interpret water quality data and advises on mitigation strategies. His scientific leadership guides the technical design and implementation of the Delaware River HAB monitoring initiative.


A Collaborative Approach to Understanding HABs

Now entering its second year, the Delaware River HAB monitoring initiative is expanding both its scientific scope and its community engagement efforts. Building on the foundation established in 2025, the project team is conducting multi‑season drone flights, enhanced satellite‑based surveys, and targeted on‑the‑water sampling along 73 miles of the Delaware River and 24 connected waterbodies. These efforts are designed to strengthen the project’s ability to detect and forecast HABs under a wide range of seasonal and environmental conditions.

Year two also introduces several tools and activities intended to support broader participation and more efficient data collection. This includes the launch of a new ArcSurvey123 mobile data platform to support real‑time volunteer water quality submissions, as well as expanded training opportunities for community members interested in assisting with field sampling. Data collected through these efforts will contribute to the development of advanced algorithms capable of forecasting HAB occurrence at multiple spatial scales.

Funded by the National Fish and Wildlife Foundation's (NFWF) Delaware Watershed Conservation Fund (DWCF), in partnership with U.S. Fish & Wildlife Service, the project continues to be supported by a diverse network of partners across New Jersey and Pennsylvania, including The City University of New York's (CUNY) New York City College of Technology (City Tech), Trenton Water Works, Mercer County Park Commission, The College of New Jersey, Aqua-PA, Philadelphia Water Department, Bucks County Conservation District, Turner Designs, and US Army Corps of Engineers - Philadelphia District's Blue Marsh Lake. Together, these organizations contribute technical expertise, watershed knowledge, and crucial on‑the‑ground support. This collaborative approach remains central to the initiative’s success and long‑term objective: establishing a scalable HAB‑forecasting framework that can ultimately be applied to additional watersheds across the United States.
