Princeton Hydro was proud to participate in the New Jersey Association for Floodplain Management (NJAFM) 20th Annual Conference and Exhibition, held this fall in Atlantic City, NJ. Celebrating two decades of collaboration and innovation within the floodplain management community, the conference brought together more than 500 practitioners, researchers, agency staff, and industry leaders from across the Northeast.

As the region’s premier floodplain management event, the NJAFM conference serves as a hub for sharing cutting-edge tools, best practices, and real-world strategies that help communities reduce flood risk, adapt to changing climate conditions, and build long-term resilience. Over the course of two days, participants attended educational sessions, hands-on training, and networking events centered on the theme: “NJAFM at 20 Years: Celebrate the Past, Focus on the Future.”

Princeton Hydro was excited to return as a conference sponsor, exhibitor, and session presenter.


Understanding the Role of Floodplain Management

Floodplain management is a multidisciplinary practice that integrates planning, engineering, ecological science, and public policy to reduce flood risk while preserving the natural functions of riverine and coastal systems. At its core, it involves understanding how water moves across a landscape, identifying areas vulnerable to flooding, and implementing measures that protect people, infrastructure, and ecosystems.

Floodplains provide a range of essential functions. Hydrologically, they convey, store, and infiltrate water during storm events, supporting natural flood attenuation, erosion control, and groundwater recharge. Ecologically, they contribute to biodiversity by providing habitat, migration corridors, and spawning areas for fish and wildlife. From a community perspective, well-managed floodplains can offer recreational value, improve water quality, and enhance the aesthetic and economic vitality of local neighborhoods.

Modern floodplain management relies on both structural and non-structural approaches. Structural measures may include engineered solutions such as levees, floodwalls, culvert improvements, or stormwater system upgrades. Non-structural tools often involve land-use planning, flood-resilient building standards, conservation of open space, and community engagement programs that help residents understand risk and adopt best practices.

Princeton Hydro works with municipalities, state agencies, nonprofit organizations, and watershed groups to develop and implement comprehensive floodplain management strategies across the region, emphasizing strategies that balance flood risk reduction with ecological enhancement, ensuring that floodplain management supports both resilient communities and healthy, functioning watersheds.

Pictured above: before and after photos from the Floodplain Restoration and Urban Wetland Creation project in Bloomfield Township, New Jersey. By removing a little over four acres of upland historic fill in this densely developed area and converting it into 4.2 acres of a functioning floodplain wetland, the project restored valuable ecological functions, enhances wetland and riparian zone habitat, and increases flood storage capacity for urban stormwater runoff.


Technical Sessions Led by Princeton Hydro

Our team led two workshops at the NJAFM 20th Annual Conference:

Urban Flood and Habitat Resilience in the Lower Darby Creek Watershed

Christiana Pollack, CERP, CFM, GISP, Princeton Hydro’s Director of Restoration and Resilience, presented on strategies to address chronic flooding and climate-driven impacts in Eastwick and Tinicum Township, Philadelphia. Her talk highlighted a two-year technical assessment commissioned by The Nature Conservancy in Pennsylvania and the John Heinz National Wildlife Refuge, and led by Princeton Hydro. The project combines integrated field data collection, advanced hydrologic and hydraulic modeling, and rigorous alternatives analysis to evaluate nature-based solutions. These include wetland creation or enhancement, stream and floodplain reconnection, and stormwater management retrofits, with the ultimate goal of restoring natural hydrologic function, reducing flood risk, and strengthening habitat and community resilience. Are You Hesitant to Pursue a Stormwater Utility?

Elizabeth Treadway of WSP USA and Dr. Clay Emerson, PhD, PE, CFM, Senior Technical Director of Engineering at Princeton Hydro, led a session on the practical, legal, and financial considerations of establishing a stormwater utility, an increasingly vital tool for sustainable infrastructure funding. Participants learned:

  • The purpose and function of a stormwater utility
  • How to determine if it’s the right fit for a community
  • Steps municipalities can take to implement one

The session also addressed common challenges such as aging infrastructure, rapid development, and the growing frequency of severe storm events driven by climate change. Stormwater feasibility studies were highlighted as a key resource for evaluating costs and benefits before moving forward.

The Lake Hopatcong Commission, in partnership with Roxbury Township and Princeton Hydro, and with support from the Lake Hopatcong Foundation, has been awarded a $367,000 Water Quality Restoration Grant from the New Jersey Department of Environmental Protection (NJDEP) for the Lake Hopatcong Watershed Basin Enhancement Project.

The project will retrofit an existing stormwater detention basin with a series of green stormwater infrastructure improvements designed to slow, capture, and naturally treat stormwater runoff. The basin project, located between King Road and Mount Arlington Boulevard in Roxbury Township, was identified in the 2021 Upper Musconetcong River Implementation Plan (WIP) as a priority project to reduce non-point source pollution and improve water quality before stormwater enters the lake at King Cove.

"Roxbury is truly thankful for the Lake Hopatcong Commission. Lake Hopatcong is such a valuable resource and the commission’s work alongside Princeton Hydro has preserved a natural treasure," said Shawn Potillo, Mayor of Roxbury. "We are grateful to the NJDEP for their support and award of this grant. This water basin project in Roxbury will help continue the commission’s purpose of keeping the lake a beautiful place to swim, boat, relax, and call home."

A range of improvements will be incorporated including planting native vegetation and managing invasive species to stabilize soils, support wildlife, and naturally filter pollutants before they reach the lake. Erosion and sediment control measures will further protect the area by reducing stormwater scouring and preventing bank degradation.

In addition to on-the-ground restoration, the project emphasizes public education and outreach to promote best management practices and ongoing watershed stewardship among residents and local partners. Project success will be evaluated through water quality monitoring conducted before and after construction, providing measurable data on the project’s effectiveness in improving water quality.

“Lake Hopatcong’s fight against harmful algal blooms requires a united front, where many projects, like retrofitting stormwater basins to capture nutrients before they go into the lake, collectively make a big impact,” said Dr. Fred Lubnow, Senior Technical Director of Ecological Services at Princeton Hydro. “Thanks to the leadership of the Lake Hopatcong Commission and the Lake Hopatcong Foundation, this collaborative approach is driving real progress toward cleaner water, healthier ecosystems, and a more resilient future for New Jersey’s largest lake.”

The basin enhancement project is funded through NJDEP’s Water Quality Restoration Grant Program, which is supported by the U.S. Environmental Protection Agency under Clean Water Act Section 319(h). Along with the state grant, the project includes a $200,000 local match from the Commission, Roxbury Township, and the Lake Hopatcong Foundation, and builds on a $98,000 planning grant awarded by the New Jersey Highlands Council in 2024 that helped prepare the project for implementation and future grant opportunities.

“This project represents an important step forward in improving Lake Hopatcong’s water quality and reducing pollutants that contribute to harmful algal blooms,” said Ron Smith, Chairman of the Lake Hopatcong Commission. “We’re grateful to NJDEP, Roxbury Township, Princeton Hydro, the Foundation and the Highlands Council for their continued partnership in protecting this vital resource.”

The Lake Hopatcong Commission is an independent state agency created in, but not of, the New Jersey Department of Environmental Protection. LHC is recognized as a steward of the lake and watershed. The New Jersey Department of Environmental Protection (NJDEP) recently announced $8 million in Water Quality Restoration Grants to support projects that reduce nonpoint source pollution, mitigate harmful algal blooms, restore riparian areas, and enhance watershed and climate resilience. Funded through Section 319(h) of the federal Clean Water Act and administered by the DEP's Watershed and Land Management Program, these grants were awarded to municipalities, nonprofit organizations, and academic institutions across the state.

Princeton Hydro is proud to be a partner on five of the 17 funded projects. Our contributions vary by project and encompass activities such as engineering design, water quality assessment, watershed-based planning, and technical support for implementing stormwater and habitat restoration measures. Let's take a deeper look at these collaborative efforts:

1. The Watershed Institute – Watershed-Based Planning for Assunpink Creek

The Watershed Institute received $205K in 319(h) grant funding to develop a watershed-based plan for the Assunpink Creek watershed, located within the Raritan River Basin. This watershed spans 11 municipalities across two counties, where varied landscapes and demographics share common challenges such as localized flooding, stormwater management, and water quality degradation, highlighting the need for a coordinated, watershed-wide, science-driven approach.

The plan will evaluate pollution sources and identify large-scale restoration opportunities, including green infrastructure and riparian buffer restoration, to improve water quality and reduce flooding. It will also assess the cost, feasibility, and pollutant reduction potential of proposed measures to ensure practical implementation. Princeton Hydro supported the Institute in developing the grant proposal and planning framework, leveraging our expertise in watershed-based planning to prioritize nature-based solutions that address both water quality and climate resilience. This initiative represents a critical step toward regional collaboration, enabling upstream and downstream communities to work together on strategies that strengthen watershed health, protect public safety, and build long-term resilience.


2. Lake Hopatcong Commission – Watershed-Based Stormwater BMPs

The Lake Hopatcong Commission (LHC) was awarded $366K to retrofit an existing stormwater detention basin between King Road and Mount Arlington Boulevard in Roxbury Township. This retrofit is part of a larger Watershed Implementation Plan that Princeton Hydro developed in collaboration with LHC, which prioritizes nutrient reduction and stormwater management strategies across the Lake Hopatcong watershed. Over the past several years, LHC has actively implemented multiple elements of this plan to address harmful algal blooms (HABs) and improve water quality.

For this project, Princeton Hydro is providing engineering design and technical oversight to transform the existing basin into a green stormwater infrastructure system that slows, captures, and naturally treats runoff before it enters King Cove. The design incorporates native vegetation, invasive species management, and erosion control measures to stabilize soils and filter pollutants, reducing nutrient loading, which is one key driver of HABs. Public outreach and pre- and post-construction water quality monitoring will ensure performance tracking and measurable improvements. This basin retrofit represents a critical step in a coordinated, science-based approach to restoring ecological health and water quality in New Jersey’s largest lake.


3. Cozy Lake, Jefferson Township – Addressing Emerging Contaminants

Jefferson Township received $350K in grant funding to develop an Emerging Contaminants Management Plan for Cozy Lake, focusing on cyanotoxins and HABs. Cozy Lake is a 28-acre waterbody within a 1,152-acre sub-watershed that includes both forested (60%) and developed (29%) land. The lake is fed by the Rockaway River at its northern end and a smaller southeastern inlet, with outflow through a dam on the western edge.

The shoreline is primarily residential lawn with minimal emergent wetlands, and several inlets and rock-lined drainage ditches exhibit erosion and lack slope protection, contributing to sediment loading. Princeton Hydro provided early technical input to shape this innovative project with the creation of a comprehensive Jefferson Township Lake and Watershed Restoration and Protection Plan. As part of the plan, Princeton Hydro made recommendations for Cozy Lake, which included enhancing shoreline buffers with native vegetation and installing living shorelines at select properties to stabilize soils, filter stormwater and reduce nutrient loading, improve habitat quality, and enhance community access. These measures, combined with in-lake monitoring and proactive management strategies, will help mitigate HABs and protect ecological and public health.


4. Rockaway Township – Watershed-Based Green Infrastructure

Rockaway Township received $399K in grant funding to implement elements of its Watershed Implementation Plan, focusing on green infrastructure stormwater management and nutrient reduction to improve water quality. The project will retrofit the municipal complex by converting a rock-lined drainage swale into a vegetated swale with a bioretention basin, designed to filter stormwater runoff and reduce nonpoint source pollutants entering Fox’s Pond and Fox Brook.

Princeton Hydro played a key role in developing the Watershed Implementation Plan, which encompasses 11 private lakes within the Rockaway River watershed, prioritizing critical locations for intervention and designing cost-effective green infrastructure BMPs. This regional approach aligns with strategies recommended by NJDEP and the Highlands Council. The plan included a comprehensive watershed-based assessment to identify and quantify factors contributing to eutrophication, evaluate management measures, estimate costs, and establish an implementation schedule. Princeton Hydro authored the final report, which guided the Township in applying for the Section 319(h) grant and now informs the design and construction of green stormwater infrastructure that will deliver measurable water quality improvements while supporting ecological restoration goals.


5. Green Trust Alliance – Green Infrastructure and Community Engagement

Green Trust Alliance (GTA), a nationally accredited land trust and public charity dedicated to accelerating large-scale conservation, received $1.39 million in NJDEP funding to implement green infrastructure improvements at Pinelands Regional High School in Tuckerton, New Jersey. This initiative targets the Tuckerton Creek watershed, which drains into Tuckerton Creek and ultimately flows into Barnegat Bay—a critical estuary spanning 33 municipalities in Ocean County and four in Monmouth County. The retrofit will transform the school’s stormwater detention basin into a multi-functional system that mimics natural hydrology, enhances flow control, and improves water quality locally and in the larger Barnegat Bay watershed.

Working with GTA and GreenVest, Princeton Hydro is serving as the design engineer, applying nature-based engineering and ecological restoration techniques to intercept, evapotranspire, and infiltrate stormwater runoff at its source. In addition to its technical objectives, the effort includes a strong community engagement component and an educational platform for students. By bringing green infrastructure into the school environment, the initiative provides hands-on experience with water resources, stormwater management, and ecological engineering, help to build STEM skills while fostering a deeper connection to the surrounding landscape and an understanding of how natural systems work together to support environmental and community health.


Princeton Hydro also assisted several of these partners in developing successful NJDEP Section 319(h) grant applications, providing technical documentation, conceptual designs, and pollutant load reduction estimates to strengthen the proposals.

New Jersey Department of Environmental Protection (NJDEP) Commissioner Shawn M. LaTourette presented the City of Lambertville with the NJDEP "Our Water’s Worth It" award. The award ceremony, held at a stormwater infrastructure improvement project site behind the Lambertville Firehouse, celebrated the Lambertville's commitment to improving stormwater management, addressing flooding, protecting local waterbodies, increasing storm resilience, and mitigating the impacts of climate change.

In a press release announcing the award, Commissioner LaTourette said, “Modernization of stormwater management strategies and infrastructure is critical to mitigating flooding that is severely impacting communities across New Jersey. My DEP colleagues and I applaud Lambertville for paving the way for others to follow in managing stormwater more effectively.”

The "Our Water’s Worth It" campaign, launched by NJDEP earlier this year, aims to raise awareness about the importance of protecting New Jersey’s water resources. The campaign highlights municipalities, water systems, and others who go above and beyond in water resource management and infrastructure improvements. Lambertville’s forward-thinking approach to stormwater management, particularly in meeting permitting requirements ahead of schedule, earned the city this well-deserved recognition.


Partnering for Progress: Princeton Hydro and the City of Lambertville

At Princeton Hydro, we are proud to support the City of Lambertville in its stormwater management initiatives. Our team has been working closely with Lambertville to design projects that not only mitigate flooding but also enhance the surrounding natural environment.

During the award ceremony, Senior Project Manager and Professional Engineer, Sean Walsh, PE, said: “We are honored to be here today alongside NJDEP and the City of Lambertville celebrating Lambertville's remarkable achievement in receiving the 'Our Water's Worth It' trophy. It's particularly meaningful that this recognition comes during Climate Week, underscoring the importance of local action in addressing global environmental challenges.”

Earlier this year, the Princeton Hydro team completed a comprehensive Stormwater Utility Feasibility Study, which provided critical insights into Lambertville’s current stormwater management capacity and forecasted future needs.

Among the ongoing projects, Princeton Hydro is evaluating solutions for capturing runoff and reducing flooding in Lambertville's Music Mountain area, a critical greenspace in the heart of the city. This steep, wooded hillside, home to popular nature trails, serves as a cherished spot for after-school exploration, dog walking, and outdoor recreation. Music Mountain also plays a critical role in the city’s stormwater management system, acting as a natural buffer to protect lower-lying areas from flash flooding caused by runoff from the residential neighborhoods above. However, storm sewer outfalls discharging into the hillside have created deep erosion gullies, and during heavy rain events, the runoff has flooded the Fire Department. In collaboration with the City and the Fire Department, Princeton Hydro is designing a comprehensive solution that includes both the installation of a piped stormwater system and enlarging the inlet at the base of the mountain to better capture surface water runoff.

Additionally, on the Closson Farm property, Princeton Hydro is designing a riparian restoration project to manage the effects of increasing storm intensity. Funded by the National Fish and Wildlife Foundation, this project will result in 4.6 acres of restored floodplain, 300 trees planted, creation of wildlife habitat, measurable sediment and nutrient reduction, reduced stormwater runoff, community engagement, and new walking paths for recreation.

The Watershed Institute’s Annual Conference brings together municipal representatives, engineers, environmental professionals, watershed advocates, business leaders, and community members to advance the best available information and techniques for protecting and restoring watersheds. The program consists of a keynote discussion, exhibits, poster sessions and presentations that combine science, policy, and practical applications.

This year’s conference, focused on stormwater management in New Jersey, Municipal Separate Storm Sewer System (MS4) permit requirements, regional solutions to address stormwater runoff and flooding, environmental justice, and the need for community-wide action.

Translating Waste Load Allocations & Load Allocations Into Water Improvement Plans

This presentation, given by Princeton Hydro Senior Technical Director of Ecological Services Dr. Fred Lubnow and One Water Consulting, LLC Principal Jim Cosgrove P.E., provided a basic understanding of Total Maximum Daily Loads (TMDLs), how they’re connected to Watershed Implementation Plan (WIP) requirements, and addressed how towns can best utilize Waste Load Allocations in the development of a WIPs.

Understanding Watersheds

This presentation was led by three members of the Princeton Hydro team: Senior Technical Director of Engineering Dr. Clay Emerson P.E., CFM; Vice President, Founding Principal Mark Gallagher; and Senior Director of Ecological Services Dr. Fred Lubnow. Participants learned about how to develop regional, multi-municipality plans for improving water quality and reducing flooding.

This year marks the 50th anniversary of the Clean Water Act. In celebration, The Watershed Institute launched its “Watershed Wednesdays” webinar series, which explores a variety of topics related to the environmental laws that arose after the Clean Water Act was instated. The webinars are free, open to the public and occur on the 3rd Wednesday of each month between 6 - 7:15pm EST.

To kick-off the Watershed Wednesdays series, three experts from the Princeton Hydro team led a workshop about “Stream Bank Restoration in Communities & Backyards,” which included three presentations and a Q&A session. Participants learned about what they can do to improve the water quality and restore the natural function of their neighborhood streams. Scroll down to watch the full webinar!

In the first presentation, Water Resources Engineer, Jake Dittes, PE, provides an overview of streams, how they flow, they’re natural evolution, how they’re being impacted by climate change, and the dynamic connection between land and water. Jake provides simple action items that everyone can do to reduce stormwater flow, limit runoff pollutants, boost and protect the natural floodplain.

Casey Schrading, E.I.T., Staff Engineer, shares examples of degraded stream systems, discusses a variety of restoration techniques, and talks about his experience with overseeing the largest stream restoration project completed in Maryland. He also provides helpful tips and examples of what individuals can do in their own backyards to promote stream bank stabilization.

The third presentation is given by Landscape Architect, Cory Speroff, PLA, ASLA, CBLP. In it he provides an in-depth look at a stream, floodplain and multi-functional riparian buffer restoration project Princeton Hydro completed at Carversville Farm in Western Pennsylvania. And, he provides an in-depth look at the native plants that were installed in various zones throughout the farm and how the different plants help reduce stormwater flow, absorb excess nutrients, and prevent erosion.

Lake Hopatcong Commission partnered with Lake Hopatcong Foundation, with in-kind contributions from the NJDEP, municipal governments, Morris and Sussex Counties, Musconetcong Watershed Association, Lake Hopatcong Historical Museum, Rutgers University, NJ Highlands Council, and Princeton Hydro, to address three priority streambank stabilization projects within the Upper Musconetcong River Watershed.

The National Fish and Wildlife Foundation (NFWF) today announced that the Lake Hopatcong Commission would receive $480,650 through the Delaware Watershed Conservation Fund (DWCF). The DWCF aims to conserve and restore natural areas, corridors, and waterways on public and private lands to support native migratory and resident wildlife and fish, and native plants; and to contribute to the social health and economic vitality of the communities in the Delaware River watershed. Major funding for the DWCF is provided by the U.S. Fish and Wildlife Service.

“It’s great to see funding awarded to the Upper Musconetcong River Watershed at the federal level. The Commission was created to promote public health and welfare through the preservation of Lake Hopatcong for recreational and conservation purposes. These projects are consistent with our organizational goals and will enhance water quality and recreational access within the watershed,” said Ron Smith, Chairman of the Lake Hopatcong Commission.

The grant will fund the design and implementation of three streambank stabilization projects, identified as priority projects in the 2021 Upper Musconetcong River Watershed Implementation Plan as prepared by Princeton Hydro for the Lake Hopatcong Commission. They will address important stormwater issues that had been previously identified.  The projects are:

  • Musconetcong River Streambank Stabilization and Floodplain Enhancement in Hopatcong State Park (Roxbury Township). This portion of the Musconetcong River at Lake Hopatcong’s outlet has been identified as having serious stormwater and flooding issues. An approximate four-acre section of streambank will be restored and stabilized. As part of this effort, invasive species will be eradicated and the existing floodplain rehabilitated through the establishment of native vegetation.
  • Glen Brook Streambank Stabilization in Memorial Park (Borough of Mount Arlington). Glen Brook is a major stream entering Lake Hopatcong at Mount Arlington Beach. It is a significant source of stormwater runoff and has been identified as having a negative impact on water quality. Approximately 75 linear feet of Glen Brook immediately downstream of Memorial Pond will be regraded and vegetated to naturally treat runoff into the lake.
  • Lakefront Public Access & Regenerative Stormwater Conveyance at Witten Park (Borough of Hopatcong). Witten Park, a forgotten public area, will be restored and serious stormwater issues will be addressed. The severely eroded Sperry Spring, which feeds Lake Hopatcong, will be rehabilitated and a regenerative stormwater conveyance will be installed. This device will convey and treat stormwater runoff down a naturally occurring slope, reconnecting it to the original floodplain. 

“Environmental impacts associated with development pressure in the upper Musconetcong Watershed around Lake Hopatcong have contributed to reduced water quality. By implementing these projects, we will be able to continue our efforts to improve water quality by reducing phosphorus and sediment entering Lake Hopatcong and the Musconetcong River all while enhancing local wildlife habitat and increasing recreational access around New Jersey’s largest lake,” said Kyle Richter, Executive Director, Lake Hopatcong Foundation.

The grant application requested $480,650 from the DWCF with a combined local in-kind match of more than $489,000 from the Lake Hopatcong Commission, Lake Hopatcong Foundation, NJ Department of Environmental Protection, Borough of Hopatcong, Township of Roxbury, Mount Arlington Borough, Morris and Sussex Counties, the Musconetcong Watershed Association, Lake Hopatcong Historical Museum, Rutgers University, NJ Highlands Council, and Princeton Hydro. This is the first grant that has been awarded to the Lake Hopatcong Commission from NFWF.

“Lakes in the Upper Musconetcong Watershed, like Lake Hopatcong and Lake Musconetcong, have experienced degraded water quality and unprecedented harmful algal blooms from excessive nutrients in stormwater runoff and aging septic systems. We are proud to partner with Lake Hopatcong Commission, Lake Hopatcong Foundation, and local stakeholders on this multi-site stream stabilization project to reduce nutrient runoff, enhance wildlife habitat, and improve public access in the watershed,” said Dr. Fred Lubnow, Director of Aquatic Resources at Princeton Hydro.

Princeton Hydro is proud to announce that Cory Speroff, PLA, ASLA, CBLP, Landscape Architect for the firm, has become a Licensed Professional Landscape Architect in New Jersey and Pennsylvania, enabling our firm to now offer professional landscape architect services in those states. 

This achievement demonstrates an advanced level of skill and competency in providing landscape architecture services that protect the health, safety, and welfare of the public and natural environment as well as in-depth knowledge of stormwater best management practices, green infrastructure, and sustainable planning and design.

In order to apply for a landscape architect license in the state of New Jersey and Pennsylvania, applicants are required to: 

  • Possess a degree in Landscape Architecture - Cory obtained his Master of Landscape Architecture (MLArch) focused in landscape restoration from Temple University School of Environmental Design;
  • Have four years of work experience - Cory joined the Princeton Hydro team in 2015;
  • Establish a Council Record with the Council of Landscape Architect Registration Board (CLARB);
  • Pass all four sections of the rigorous Landscape Architect Registration Exam (LARE) - the sections are Project and Construction Management, Inventory and Analysis, Design, and Grading, Drainage, and Construction Documentation; and
  • Apply to become licensed in each state

“The process to become a Professional Landscape Architect is not an easy one. I spent a lot of late nights studying technical manuals covering everything from the most obscure contents of construction contracts to the components and design of irrigation systems. Achieving this license and being able to offer this service to current and future clients has been a goal of mine since graduating. With this license, Princeton Hydro can now bring our wide range of expertise into an entirely new sector and I am very excited about our prospects.”

Cory Speroff, PLA, ASLA, CBLP

As a Landscape Architect for Princeton Hydro, Cory is responsible for the creation of designs, renderings, graphics, planting lists, planting plans, and construction documents associated with various aspects of environmental restoration, habitat creation, and stormwater management. Working closely with the firm’s senior management team, Cory develops creative design solutions that achieve the most socioeconomic value from a space while also achieving high environmental function.

Dunes at Shoal Harbor Shoreline Restoration & Protection

For the Dunes at Shoal Harbor, a coastal residential community in Monmouth County, New Jersey severely impacted by Hurricane Sandy, Princeton Hydro was contracted to provide site design and construction for shoreline restoration, erosion prevention and protection from future storm events, wave attacks and flooding

Cory worked on the project team to provide site design plans for the following initiatives: 

  • The installation of a 15-foot rock revetment (one foot above the 100-year floodplain elevation) constructed with four-foot diameter boulders;
  • The replacement of a failed elevated timber walkway with a concrete slab-on-grade walkway, restoring portions of the existing bulkhead, clearing invasive plants, and the complete restoration of the failed stormwater basin and outlet; and
  • The development of natural barriers to reduce the impacts of storm surges and protect the coastal community, including planting stabilizing coastal vegetation to prevent erosion and installing fencing along the dune to facilitate natural dune growth.

The construction was completed in September 2020. 


Ocean County Park Living Shoreline

Princeton Hydro worked closely with the American Littoral Society (ALS) to acquire SFY2014 319(h) funding to implement green infrastructure and Non‐Point Source (NPS) Pollution Control Projects within the Metedeconk River Watershed. 

One of the projects entailed the removal of two sections of deteriorating bulkhead from Ocean County Park’s Duck Pond and replacing them with living shorelines, which were designed by Cory. The focus of the project was two‐fold: reduce the NPS loading that compromises the Metedeconk River’s water quality, as well as restoring littoral habitat within the Ocean County Park waterbodies.

The Duck Pond living shorelines contain a variety of native plants that filter rainwater runoff, create and improve habitat for aquatic animals, improve water quality, and protect the shoreline from erosion.

A project to increase storm resiliency and reduce flood risk through ecological and floodplain restoration on a New Jersey Department of Environmental Protection (NJDEP) Blue Acres property in Linden, NJ was completed earlier this year. Today, we are thrilled to announce our project has received the “Excellence in Water Resources: Ecological Restoration Award” from the New Jersey Section – American Water Resources Association (NJ-AWRA).

“The Linden Blue Acres Green Infrastructure & Floodplain Restoration is an excellent model for showcasing a successful approach to the enhancement of public lands through a dynamic multidisciplinary, multi-stakeholder partnership,” said Mark Gallagher, Vice President of Princeton Hydro. “We are so proud to have seen this project through to completion and are all the more honored to be recognized by the NJ-AWRA with this prestigious award.”

The NJ-AWRA Excellence Award recognizes projects that demonstrate an innovative and effective approach to water resources management. The projects must embody the mission of the AWRA to advance multidisciplinary water resources education, management and research. The Linden Blue Acres project excelled in these areas, resulting in the successful nomination of the project to receive the award.

The City of Linden, located 13 miles southwest of Manhattan, is a highly urbanized area with a complex mix of residential, commercial, and industrial land uses. Originally settled as farmland on broad marshes, the city has deep roots in industrial production that emerged in the 19th century, and its easily accessible location on the Arthur Kill tidal straight helped fuel this industrial development.

Like other communities in the Arthur Kill Watershed, Linden also suffers severe flooding from heavy rains and storms. Due to a high percentage of impervious cover from houses, roadways, and sidewalks, even small rain events generate a significant amount of stormwater runoff. Tremley Point, a low-lying community of about 275 homes, is particularly prone to backwater flooding because of its low lying landscape position and its proximity to an extensive area of tidal wetlands associated with Marshes Creek, a tributary to the Rahway River.

In 2012, Hurricane Sandy caused widespread destruction to the City of Linden. The City’s Tremley Point neighborhood was especially storm-ravaged; local news outlets reported that a 15-foot tidal surge overtook Tremley Point homes, destroyed roads, and washed up hazardous material such as a 150-gallon diesel tank.

To help communities like Tremley Point recover, the NJDEP launched the Blue Acres program under which NJDEP purchases homes from willing sellers at pre-Sandy market values, so residents in areas of repetitive and catastrophic flooding can rebuild their lives outside flood-prone areas. Structures are demolished and the properties are permanently preserved as open space for recreation or conservation purposes.

As part of the NJDEP Blue Acres Program, Princeton Hydro, in collaboration with the City of Linden, Rutgers University, NJDEP, Phillips 66, National Fish and Wildlife Foundation, New Jersey Corporate Wetlands Restoration Partnership, and Enviroscapes, took on one of the first ecological restoration projects within Blue Acres-acquired properties. This project increased storm resiliency by reducing flooding and stormwater runoff by improving the ecological and floodplain function within the Tremley Point properties acquired by the NJDEP Blue Acres Program.

Nancy Sadlon, Manager of Public Affairs for Phillips 66-Bayway Refinery, accepted the award on behalf of the project team and said, "Our team not only made possible the first successful implementation of the floodplain restoration on Blue Acres lands but set a precedent on stakeholder engagement; we showed what is possible when all stakeholders are fully engaged and dedicated to the same goal.”

The project included the development and implementation of an on-the-ground natural green infrastructure-focused floodplain enhancement design involving the restoration of native coastal floodplain forest and meadow, as well as floodplain wetlands. The restored area provides natural buffering to storm surge and enhances floodplain functions to capture, infiltrate, store, and slow excess stormwater to reduce the risk of future flood damage. In addition, it restores natural habitat and provides public recreation access on NJDEP Blue Acres property.

Although the planning for this project occurred over many years, the project officially kicked off in December 2018.  Engineering design was finalized and permitting submissions were completed in September 2019, and construction commenced in October 2019.  The project construction was completed earlier this year.

This project embodies the NJ-AWRA mission as it focuses on restoring a floodplain and enhancing its functions by leveraging the success of the NJDEP Blue Acres buyouts to create even more flood protection for the community. This project also fulfills the NJ-AWRA criteria as several different organizations were involved in bringing it to fruition, including private entities, government agencies, universities, and nonprofit organizations.

Given that this project was the first restoration project to be completed on NJDEP Blue Acres-acquired property, the hope is that it will bring to light other possibilities for restoration work on Blue Acres land. This project can be used as an example for future projects of a similar nature.

During the award ceremony, which was held virtually, NJ-AWRA also recognized John A. Miller, PE, CFM, CSM with the Peter Homack Award for "his outstanding contributions toward a multidisciplinary understanding and management of water resources in New Jersey." John previously worked with Princeton Hydro for 15 years as a Water Resources Engineer and now serves as the Mitigation Liaison to the State of New Jersey at the Federal Emergency Management Agency (FEMA). We are so proud of John and all his accomplishments. This award is well deserved and we congratulate him on this honor.

Princeton Hydro was proud to participate in the New Jersey Association for Floodplain Management (NJAFM) 20th Annual Conference and Exhibition, held this fall in Atlantic City, NJ. Celebrating two decades of collaboration and innovation within the floodplain management community, the conference brought together more than 500 practitioners, researchers, agency staff, and industry leaders from across the Northeast.

As the region’s premier floodplain management event, the NJAFM conference serves as a hub for sharing cutting-edge tools, best practices, and real-world strategies that help communities reduce flood risk, adapt to changing climate conditions, and build long-term resilience. Over the course of two days, participants attended educational sessions, hands-on training, and networking events centered on the theme: “NJAFM at 20 Years: Celebrate the Past, Focus on the Future.”

Princeton Hydro was excited to return as a conference sponsor, exhibitor, and session presenter.


Understanding the Role of Floodplain Management

Floodplain management is a multidisciplinary practice that integrates planning, engineering, ecological science, and public policy to reduce flood risk while preserving the natural functions of riverine and coastal systems. At its core, it involves understanding how water moves across a landscape, identifying areas vulnerable to flooding, and implementing measures that protect people, infrastructure, and ecosystems.

Floodplains provide a range of essential functions. Hydrologically, they convey, store, and infiltrate water during storm events, supporting natural flood attenuation, erosion control, and groundwater recharge. Ecologically, they contribute to biodiversity by providing habitat, migration corridors, and spawning areas for fish and wildlife. From a community perspective, well-managed floodplains can offer recreational value, improve water quality, and enhance the aesthetic and economic vitality of local neighborhoods.

Modern floodplain management relies on both structural and non-structural approaches. Structural measures may include engineered solutions such as levees, floodwalls, culvert improvements, or stormwater system upgrades. Non-structural tools often involve land-use planning, flood-resilient building standards, conservation of open space, and community engagement programs that help residents understand risk and adopt best practices.

Princeton Hydro works with municipalities, state agencies, nonprofit organizations, and watershed groups to develop and implement comprehensive floodplain management strategies across the region, emphasizing strategies that balance flood risk reduction with ecological enhancement, ensuring that floodplain management supports both resilient communities and healthy, functioning watersheds.

By removing a little over four acres of upland historic fill in this densely developed area and converting it into 4.2 acres of a functioning floodplain wetland, the project restored valuable ecological functions, enhances wetland and riparian zone habitat, and increases flood storage capacity for urban stormwater runoff.

Our team led two workshops at the NJAFM 20th Annual Conference:

Urban Flood and Habitat Resilience in the Lower Darby Creek Watershed

Christiana Pollack, CERP, CFM, GISP, Princeton Hydro’s Director of Restoration and Resilience, presented on strategies to address chronic flooding and climate-driven impacts in Eastwick and Tinicum Township, Philadelphia. Her talk highlighted a two-year technical assessment commissioned by The Nature Conservancy in Pennsylvania and the John Heinz National Wildlife Refuge, and led by Princeton Hydro. The project combines integrated field data collection, advanced hydrologic and hydraulic modeling, and rigorous alternatives analysis to evaluate nature-based solutions. These include wetland creation or enhancement, stream and floodplain reconnection, and stormwater management retrofits, with the ultimate goal of restoring natural hydrologic function, reducing flood risk, and strengthening habitat and community resilience. Are You Hesitant to Pursue a Stormwater Utility?

Elizabeth Treadway of WSP USA and Dr. Clay Emerson, PhD, PE, CFM, Senior Technical Director of Engineering at Princeton Hydro, led a session on the practical, legal, and financial considerations of establishing a stormwater utility, an increasingly vital tool for sustainable infrastructure funding. Participants learned:

  • The purpose and function of a stormwater utility
  • How to determine if it’s the right fit for a community
  • Steps municipalities can take to implement one

The session also addressed common challenges such as aging infrastructure, rapid development, and the growing frequency of severe storm events driven by climate change. Stormwater feasibility studies were highlighted as a key resource for evaluating costs and benefits before moving forward.
